VOResource 1.1 RFC

Hello all, 

the RingGold project (http://www.ringgold.com/overview <http://www.ringgold.com/overview>) tends to assign ID to institutions (mainly based on their physical address). For example the ID 26914 is the RingGold ID for the Paris Observatory. This is a commercial system, but from what I know this is the only project dealing with identification for institutions.
