At last - a way of making the Dept. of Homeland Security actually
useful:

<?xml version = "1.0" encoding = "UTF-8"?>
<alert xmlns = "urn:oasis:names:tc:emergency:cap:1.1">
<identifier>43b080713727</identifier>

<description>The Department of Homeland Security announces that
American intelligence sources have determined that Supernova 2007AH
(Alpha Centauri) was triggered by a high-tech Al Qaeda terrorist
group. The President assures that everything within his power is
being done to protect the American public from the expected damage to
the Earth's atmosphere and has asked everyone to watch FOX News for
further in-depth information.</description>

I'd say that we did a better job - VOEvent can't adopt CAP in it's
present form but the DoHS could have adopted VOEvent.
