new version for the UCD maintenance list

Dear Semantics and TCG ,

Here is the new version of the Working draft describing the process for 
updating the list of Unified Content Descriptors.
Please review the current document .
We would like to fix the update procedure very soon and plan a RFC for 
mid December 2017.

For an easy review , a version in revision trackmode is provided on the 
wiki page :
