I think the idea is that Semantics is the new name for UCD.

Throughout the VO effort, we have been trying to identify "knowledge 
engineering" tools that can be useful and implementable. The only such 
effort that has really taken off has been the UCD effort. I would 
suggest that Semantics and UCD be merged, with the idea that one half 
is the reality of UCD and the other half is the research area of 
ontologies etc.
