Semantics IG charter

How about:

 * provide a forum for cross-workgroup discussions in the fields of semantic
naming, semantic modelling, semantic querying and the like
    * and to assist in transitioning these ideas into IVOA workgroups
 * take ideas from semantic web, semantic grid and other fields and
determine if they apply to the international Vobs
