It's not a schema for the UCD standard.  It's schemata for the XML formats
(VOTable et al.) that use UCDs.  If VOTable 1.0 uses UCD 1 and VOTable 1.1
uses UCD 1+ and the two VOTable versions have different schemata, then they
can both use the local name <UCD> without confusion.
