Spectrum 1.2: RFC period start.

Dear DM WG, IVOA members,



The data model working group is pleased to announce that the Spectrum 1.2
(Spectrum Data Model) 1.2 Proposed Recommendation is starting the Request
for Comments from the IVOA community.

This revision satisfies a minor enhancement request from IPAC which adds
elements to identify spectral order and better represent upper/lower
limits.  We also took the opportunity to update the diagrams and correct
errata in the examples.
