[Heig] HEIG Action : Settle author list of HEIG Note

Hi all,

thank you Janet, this looks fine to me, and should be settled after this 
round.

It was said that we should include affiliations in some way, which could 
be done as in MOC (https://www.ivoa.net/documents/MOC/). I also remember 
an IVOA document with email adresses, but cannot find it now.

For our team, I think "LUX, ObsParis" is ok, and if emails are added, 
here they are :

C. Boisson (LUX, ObsParis), catherine.boisson at obspm.fr
