ObsCore - plans for calib_level in next revision

Hi Mark ,

I think the plan is to enhance the use of vocabularies in ObsCore 1.2 , 
for data product type and calibration_level , and find a match of the 
integer values in Obscore 1.1

with the proposal in 
https://www.ivoa.net/rdf/processing-level/2024-11-12/processing-level.html

This vocabulary is preliminary and not yet endorsed by semantics and TCG 
but it should be rather easy.

May be we should study how to make it smooth from one version to the 
next , by a cross-walk table in the standard document for instance.
