ObsCore - plans for calib_level in next revision

Thanks Mireille..
If ObsCore is planning on migrating to that vocabulary, then MANGO can move
forward using it as well..
There will just be a lien on Semantics to have that initial vocabulary
endorsed for MANGO to clear RFC.
