[Dataset] - document moved to Git repository

All,

Back in December, I ported the Dataset Metadata model document to the Git
repository (here <https://github.com/ivoa-std/DatasetDM>).
This is the 2019-09-17 Working draft... unchanged.

There have been some things accumulating which I'd like to change/update in
the document, so I opened a set of Issues for these topics.  Please
review/comment on these.

Summary of Issues:
  #1: Typos and minor changes

        self explanatory.. feel free to add any you find or comment on
planned changes.

  #2: DataProduct Type <https://github.com/ivoa-std/DatasetDM/issues/2>
        This model contains a DataProductType enumeration (similar to
ObsCore).
        There has been some work on the DAL side to define a vocabulary
<http://www.ivoa.net/rdf/product-type> for this.
        The issue involves migrating to use that vocabulary.

  #3: Role/Party objects <https://github.com/ivoa-std/DatasetDM/issues/3>
        The model currently has a Party package which we use to model
Entities like
         Contact, Publisher, Curator as a Role associated with a Party.
Seeing this in
         use during the DM workshop (2021), I think this may be too
fine-grained and
         I'd like to find a different solution here.

  #4: Models/Structure <https://github.com/ivoa-std/DatasetDM/issues/4>
        The model contains 2 sections/packages (dataset and experiment),
which stems
        from the description that there is actually 2 models here.. a
Dataset model and
        a straw-man Observation model.  I'd like to either formalize the 2
model description
        or make some other change to remove the packages (which make for
unnecessarily
        long vodml-ids and plays better with the idea of migrating the
Observation part to
        its own model in the future.

   #5: BaseTargt relation to meas:Position
<https://github.com/ivoa-std/DatasetDM/issues/5>
        A fairly straight-forward update to assess and hopefully change the
relation
        from a reference to a composition.

   #6: Relation to CAOM2 <https://github.com/ivoa-std/DatasetDM/issues/6>
        This issue is to encapsulate any discussion on the recurring topic
of folding
        CAOM2 into the IVOA standards.  That model and this have
significant overlap.

   #7: Identifiers <https://github.com/ivoa-std/DatasetDM/issues/7>
        There was a thread on the DM list in 2016, which did not get any
discussion,
        but is worth revisiting.  This has to do with creating an
Identifier type instead
        of describing all identifiers in the model as a specific type
(usually IVOA
        identifier format).  This would allow for them to be any of (doi,
orcid, ivoid, etc).
