I know that Jonathan McDowell (with various others including me) has been
working towards producing draft proposals for the Quantity and Observation
models discussed at Strasbourg. The last I heard was that the Quantity
document was just about ready for wider circulation (like in the next day
or two), and Observation was coming on well.
