I like the idea of declaring what type of service created the table, but 
it would be better to just use the URI for the standard.

name="SERVICE_PROTOCOL">ivo://ivoa.net/std/DataLink#links-1.0</INFO>

That enables us to use the same mechanism to refer to new types of 
services we haven't invented yet.
