No, SDM (and Obs etc. which it encapsulates) would just be used as a
core model in this case.  Image access / SIA2 are to be based upon an
Image DM which extends this and adds more elements (possibly modifies
bits too if necessary for an Image, although hopefully that can be
minimized).  Image has to address some major new things like mapping
image axes to WCS coords.
