It turns out that combining MTIME with ADQL is do-able but can be quite 
complex. Describing exactly how it should work in enough detail that people 
will implement it and use it consistently and correctly is beyond what I think 
we can accomplish in the remaining days of the RFC period. 

Therefore, I propose to drop MTIME from TAP 1.0 and we can discuss whether to 
add it to TAP 1.x or PQL later on.
