TAP RFC [MTIME]

MTIME is an advanced optional capability hence could be deferred to
a later revision following prototyping.  However, I don't see any
reason to have any connection between the MTIME capability and ADQL.
It is not necessary and would considerably complicate things to allow
ADQL to manipulate MTIME-related metadata.  The simpler approach is
to dynamically add the MTIME information to the output VOTable when
it is generated.  How modify information is stored in internally in
the database would be a hidden implementation detail in this approach.
