They are interested in having it in the FITS Registry (thanks for the
heads-up), and they're ok if the document's physical location is at
the IVOA.
So... since it's already formatted as an IVOA Note, there is no
pre-made format for FITS conventions, since we have the nice document
repository, and since the document *is* an interoperability standard
in astronomy, I think for convenience I'd like to upload it as a Note
and then link into the document repo from FITS registry record.
So, unless someone *really* doesn't like that, I'd go ahead with that
some time after the Interop.
