Publish and query capabilities

Hi,

I'm finally working on VOEventRegExt again and was wondering what metadata we want to capture under the Publish and Query capabilities. This is metadata that is general to the publishing or querying capabilities of a VOEventServer - metadata for specific publishing or querying interfaces can be defined under those. 

For Querying, I have:

- maxQueryRegionSize
- maxRecords

I have nothing for Publishing yet.
