GCN-XML and Dakota

We seem to be drifting off the point.

This seems like a great idea - especially the greatness-of-heart for originating from a Jabberian.  Perhaps Scott and Bob can comment?

If there is a difference perhaps we can pick one or the other.  I don't think we need wait for VOEvent v3.0 to address this issue :-)
