The "type" attribute already has a strict content specification of 
anyURI, and is intended to to be the "officially semantic attribute". 
This is one of the changes from 1.1 to 2.0.

It sounds like all we need is to change the name of the attribute from 
"type" to "meaning" and you are happy.
