I must be missing something about the point of the question.

For the case of FITS MIME it was

- We already have been exchanging this file format for years.
- The format is standardized under the auspices of the IAU.
- We want the IANA to grant us the top-level namespaces of
	image/fits and application/fits
  for the sake of recognition and before somebody else grabs them.
