There is a python library for VOEvent, at
http://lib.skyalert.org/VOEventLib/
There is a VOEvent validation service, at
http://www.skyalert.org/submit/
There are VOEvent feeds, at
http://www.skyalert.org/feeds/
Which can be used to fetch the event as either XML or JSON. You can also
build your own custom feed, or get the results as JSON or XML.
There is also a GCN broker that puts out VOEvents, it is in test mode
(talk to Scott Barthelmy)
I'm not clear if there are any Jabber

The jabber server at moriori.cacr.caltech.edu has been running very
