Minor update to VOEvent PR

A new version of the VOEvent2 Proposed Recommendation has been uploaded.

The only changes are a result of discussion in the VOEvent Working Group:

-- An attribute has changed its name for clarity (the 'type' attribute 
of the 'Reference' element has changed its name to 'meaning'). For 
details see section 3.9.2.

-- An additional attribute 'mimetype' has been added to 'Reference'. For 
details see section 3.9.3.

In addition, the description document has a new picture 'VOEvent2 in a 
Nutshell' in section 5. We hope this adds clarity to the document.
