VOEvent 1.1 new draft with STC elaboration

Silvia and I had a chat, this evening, and here is the suggestion for
the list of solar-related coordinate systems in STC (F&H: Fraenz &
Harper, T: Thompson):
MAG Geomagnetic (F&H)
GSE Geocentric Solar Ecliptic (F&H)
GSM Geocentric Solar Magnetic (F&H)
SM Solar Magnetic (F&H)
HGC Heliographic-Carrington (T)
HEEQ Heliocentric Earth Equatorial (F&H)
HRTN Heliocentric Radial-Tangential-Normal (F&H)
HPC Helioprojective Cartesian (T)
HCC Heliocentric Cartesian (T)
HGI Heliographic Inertial (F&H)
For VOEvent I suggest that we add as standard systems:
UTC-HPC-TOPO
UTC-HGC-TOPO
