VOEvent specification 0.90

Please find here a link to the definition of the VOEvent exchange 
packet, as agreed among the authors, that we hope can be a basis for 
interoperable event-based astronomy in the future.

We are especially interested in your comments and feedback addressed 
eitther to the larger VOEvent Working Group of the IVOA (*), or just to 
the authors (**). We will use your feedback to create a version 1.0 of 
the packet and its schema, then turn attention to prototypes and 
transport protocols.
