VOUnits 1.1 internal Working Draft

Dear Semantics WG,

There were a few open issues on VOUnits 1.0, which Norman has been
kind enough to (largely; see below) address.  We think the document
is now ready for a WG-internal review.  You can check out the sources
at https://github.com/ivoa-std/VOUnits.git; a pre-built PDF is
available at http://docs.g-vo.org/VOUnits.pdf.

Changes are mostly related to to FITS units, but we also revisited
the question of empty or missing units (you may remember the thread
<http://mail.ivoa.net/pipermail/semantics/2021-December/002923.html>).
Finally, there are quite a few editorial changes.

We still have issue 7 <https://github.com/ivoa-std/VOUnits/issues/7>
open, a thorough review of the changes between FITS 3 and FITS 4 with
a view to whether they impact VOUnits.  I suspect people closer to
these developments are on this list; could we charm you into having
a look?

If nobody notices any major blunders or shortcomings, my plan would
be to issue a proper Working Draft in time for the April Interop.
