Minutes of yesterday's Semantics telecon

Dear Semantics folks,

I've just reviewed our minutes from yesterday (thanks in particular
to Mireille, Carlo, and Baptiste for filling the pad).

I've also tried to address some of the points made in the commits
5913 and 5914 on

which you're welcome to review, too.

Summing up: If we can quickly figure out that we actually want to
adopt ISO 19135 lifecycle management terms (if anyone has easy access
to that standard, that would help), we'll replace ivoasem:preliminary
with something appropriate; otherwise, it seems we're ready for PR,
where of course further refinements can still be made.

And I'll send on VEP-006 to the TCG.
