Sorry that I did not make it explicit that such an index page would also have machine versions, or at least embedded markup. The intent is that it would be for both machines and humans and act as a registry page above all of the individual vocabularies.

But what's the rationale of discarding what seems to me (disclaimer:
I'm just a casual visitor to the semantic web) the recommended (and
sensible) way to publish vocabularies?  And how would you deal with
versioning?

I would follow the best practice document that was circulated previously on the list.
