VOUnits: _another_ version, based on implementation feedback

I thought VOUnits was at the end of TCG review? Is this all in response 
to some TCG comments that are being resolved? If there is a problem I am 
generally all for fixing it as soon as possible, but I am afraid you 
might have to ask some people (TCG) to re-evaluate the document if you 
make changes outside the scope of the TCG review.

In any case, I would not open it up to anything beyond "bugs exposed by 
implementations"...
