Semantics sessions @ Strasbourg interop

The vocabulary effort needs to be discussed, both by just the  
semantics people and with the other groups.  I'm sure some of this has  
been discussed at the recent
Semantics meeting in Edinburgh, but my items would be

	- State of SKOS standard used by Vocabularies
	- Vocabularies vs. UCD
		- UCD simple to use but too limited in scope, maintained as a single  
closed system, and is in a non-standard (albeit simple) format
		- Vocabularies more difficult to use but naturally can contain more  
information (open, multi-party), in standard format(s).
		- UCD needed now as integral part of IVOA infrastructure but cannot/ 
will not be enough for the VO
		- Vocabularies needed now to cover more semantic territory, serve  
special-purpose communities
		- Middle-term parallel use of UCD and Vocabularies; long-term?
	- Need for update to IAU93 (e.g. IVOAT or IAU09 or...) but the  
process should be embedded in a larger effort by a community  
representing many interests/needs
