Vocab AND Ontology?

Oops.  There already was a standard skos.owl at w3c:

http://www.w3.org/2004/02/skos/core/owl-dl/skos-core-owl-dl.owl

This is more clever and complete than mine.  The skos:notes are 
owl:AnnotationProperties which means that, correctly, they don't get 
inherited.
