Vocab discussions

I think we ought to discuss the whole idea of vocabularies and the SV
(standard vocabulary) and will follow this message with issues I think ought
to be addressed. There have been quite a number of scattered comments
leading from Andrea's document about an SV but I think it'd be good to maybe
structure the arguments a little more. Feel free to add your own header
topics for other issues since I'll only raise a couple.
