IVOA Vocabularies - WD

Can I remind people of the IVOA document promotion process,
  http://ivoa.net/Documents/#process 
the first step of which is:
  '1. Working Group prepares Working Draft (version ?1.0) and submits to
Document Coordinator for posting in the IVOA document collection.'

The semantics wg has not prepared the vocabularies document, nor the
preceding ontology of astronomical types. Both documents ought to be posted
as NOTES, not working drafts. If anyone thinks that some sort of standards
document might be needed, they should raise the issue with the working group
via this list who will then discuss matters such as the scope of that
document, the format appropriate (eg XML vs RDF) and so on. And if the wg
wants to delegate creation of the first draft of the standard to a small
group then it can determine who should take part.

Could I suggest that the (vice-)chair to change the status of these two
documents to NOTE level and maybe one of the authors of the documents could
start a discussion on this list about vocabularies and ontologies.
