Semantics IG charter

Okay, so far I've been asked 'why do we need one?' and 'what is a charter?'.

To answer the first, because it is in the rules of the IVOA, and the second,
check out the following two:

So, looks like we need about 5-8 bullet points describing what this IG is
about: ideas?
