Semantics IG charter

I've been asked by the IVOA Exec to prepare a charter for the Semantics IG
since it seems to have woken up again (and if we keep feeding it regular
stimulants, maybe it'll stay awake this time).

Can I ask for a couple of volunteers to help me knock up a charter that can
be posted to this list for comment and amendment and then to the Exec for
approval?
