RegTAP post-interop consultation

Dear Registry list,

I'd like to stabilize the RegTAP working draft as soon as possible,
at least to the extent that implementations can reasonably expect not
to have to significantly change any more.  There are at least two
"major" points that need fixing (res_detail value normalisation and,
well, *something* with the utypes).  There's also some additional
questions that may cause work if there's dissent later.

I've collected all such questions I came across on

together with a brief discussion and an indication of how I'd decide
them right now.  They're still open, though, in the sense that it
typically won't take much to sway me either way or a third (or
fourth) way.

My plan is to redact the WD according to whatever further discussion
brings after June 13 -- I'd highly appreciate any kind of feedback
until then, whether on the wiki page or here, on-list.
