RegTAP ready for RFC?

Hi Markus, 

I'm in agreement with beginning the formal process and will be able to upload the RegTAP to the repository at your earliest convenience to send the package with WD file + any dependencies.

Can we get a WD posted to the document repository before a PR?  (That
needs to go through Gretchen, of course.)

As you know, I'm a big fan of using volute for developing our
standards docs as it allows for visibility into document evolution "in
real time".  However, I think it is more appropriate to use the twiki
and the document repository for storing dated/check-point versions of
the documents; that is, "internal WDs" go to the twiki and "public"
WDs go to the document repository.  (In particular, those versions
that are listed under the "previous versions" list need to in the
document repository.)  The document repository is particularly
important for exposure to the larger community that do not subscribe
to our mailing list.
