PR Registry Interfaces Candidate

Hi RWGers,

I made a proof-reading pass at the last version of the Registry Interfaces 
that Kevin delivered in June to convert it to a PR; a Word version is 
currently available from 
http://www.ivoa.net/cgi-bin/twiki/bin/view/IVOA/RegistryInterface.  The 
changes are all minor.  (Perhaps the biggest change is that I moved the 
recommendation to use standard prefixes from section 3.1.1 to 3.1.2.)  I 
also made sure that the text and WSDL were fully consistent.

I submitted a PDF version to the repository; as soon as it is accepted, 
I'll announce the RFC.
