Revised schema and instance documents

Hi,

Please find enclosed a revised schema and instance documents - I had  
picked an example with a number of open issues about it. Specifically  
the rule should be that if the VOEvent IVORN is of the form: ivo:// 
a.b.c/d#123/456/678 then ivo://a.b.c/d resolves to the VOEventStream  
resource record and not the VOEventServer record as I had with GCN  
(the GCN VOEvent IVORNs are currently wrong).
