RofR update

Hi Registry Providers,

Thanks for your comments on the new RofR.  Registration is now fully 
enabled.  Note, however, that the URL has changed:

    http://rofr.ivoa.net:8080/vovalidation/regvalidate.html
                            ^
                            |-- new port number

If you have a passing registry, I recommend that you register it.  Then 
consult the RofR note 
(http://www.ivoa.net/latest/RegistryOfRegistries.html) for the recommended 
method for harvesting from it.
