updated roadmap and twiki page

Hi RWGers,

I've gotten positive comments back on my proposed updated roadmap for 
upgrading registries for version v1.0.  To put this roadmap into place, 
I've created a new twiki page with upgrade information: RegUpgradeToV10 
(http://www.ivoa.net/twiki/bin/view/IVOA/RegUpgradeToV10) which includes 
the new roadmap.  Please consult this page for info and resources related 
to the upgrade, including pointers to schema files, WSDLs, sample 
VOResource records, and the conversion stylesheet.
