It seems to me that you could just as easily maintain your own private 
RegistryInterface.xsd (or whatever you want to call it).  If you post the 
schema on the web (which is all the IVOA does to make it interoperable), 
then you can set the xmlns and xsi:schemaLocation to read that file.
