What is the root element of a resource?

This of course was was the old RegistryInterface.xsd was useful for  
(see http://www.ivoa.net/forum/registry/0606/1663.htm and following)  
- that was a definitive schema against which registry instance  
documents could be validated without xsi:type on the top level  
element....
