Creator vs Publisher

This is also already detailed in the RSM, which takes it in turn from
Dublin Core.  The Publisher is the entity responsible for making the
resource available.  The Creator is the entity responsible for the
content of the data, e.g., the creator of the original data product,
such as a survey team or observatory.
