That is not general enough - it just to happens that axis and .net will 
do that, but I do not think it is a standard. Besides, axis has a bug in 
that it will not display the wsdl in that fashion for cea and 
filemanager services, and futhermore you might want to publish a 
reference to a standard WSDL that is not served by a particular web 
service and then have the endpoint of the service supplied bu the 
AccessURL element.
