Proposed changes to resource-metadata doc re WSDL

Hi Guy,

Thanks for your comments on this.  I was expecting some refinements to 
better describe WSDL/SOAP-based web services.  It's time we handled this.

How would this be different from the ReferenceURL for the service, which 
is supposed to be a human-readable document about the Service?  Do you 
expect for the services you are working on to provide two such 
documentation URLs?
