Identifiers 1.1

Hi RWGers,

I have created a v1.1 Working Draft of the Identifier standard, which can 
be reviewed at

The changes from the current PR are minor:

  1. The prohibition of using "+" and "=" within Identifier components has 
     been dropped.  CDS uses these characters in their local identifiers;
     by removing this prohibition, they can reuse their local identifiers 
     in their IVOA IDs.  There appears no compelling reason not to 
     prohibit these characters at the inconvenience of data providers.  

  2. Examples and comments have been modified to leave out fields 
     like ".edu" and ".org" from the example authority IDs to be 
     consistant with current practice (which discourages the use of 
     DNS-like names).

  3. The sample XML schema was updated according to 1.  A bug was also 
     corrected in the AuthorityIDType pattern, and the namespace was 
     updated to match current IVOA conventions.  Since we are not 
     currently planning to submit the schema as a separate standard (it is 
     incorporated into VOResource), this sample schema has no bearing on 
     the detailed specification--it is simply a reference believed to be 
     compliant.  

With the WG's permission, I would like to submit this working draft.  I 
see little reason why we can't rapidly move this version through WD to 
PR status by the interop meeting (thereby deprecating v1.0).
