Hey Tony, Tom,

With your last email, your point was starting to sink in, and Tom's 
comments helped crystalize it.  Thus, I think it makes sense to drop the 
RecordKey from this proposal.  I was a nice model; however, it's not clear 
that it would necessarily be the right one when we got to the point of 
using it.  

I just got off the phone from our NVO metadata working group telecon.  I 
had put this identifier topic on the agenda to get more input specificly 
on the RecordKey issue.  We never got that far, but I did get an earful 
about the rest of the proposal.  Nothing terribly tragic, but there is 
some additional drawing board work being recommended.  I'm going to let 
the comments ferment a bit, but then I'll try to synthesize a summary.
