Rwp01-Document format

I'd like to suggest that we standardise on XHTML as the format for all
standards documents. It would be nice to use a derivative of DocBook's
xml schema but I don't think we have time to develop that and get people
used to editing it - everyone probably has some sort of HTML editor.

Along with the layout standards, we'll create a css file to ensure all
the docs look the same.

What do you think?
