I am starting to think that we should forget all the parsable IDs with all
their juicy XML content.

Suppose we copy ISBN numbers. http://www.isbn.org. An n-digit publisher
number -- issued by IVOA, and a m-digit publication number, decided by the
publisher. Perhaps with a check digit.

Now it comes down to what information record goes with a publisher, what
obligations are there on the part of a publ;isher and IVOA, how do you
become an official publisher.

Which requirements does this NOT satisfy?
